Now that China has been admitted to the circle or the

great powers and especially in view of the growing sentiment

in favour dr the rendition of Hong Kong, it is more than

ever important to avoid alienating the good will of the

Chinese inhabitants of the golony. For this reason I am

writing to you semi-officially in case you should feel that

the post war period or CAvil Government which is about to begin
